If the sarcotesta is removed, then the rate of germination of papaya seeds is greatly speeded up. Furthermore, IF the mesotesta can be removed without injury to the underlying tissues, then this further accelerates germination.

According to Mr. Muniry Shellimoh from the National Tree Seed Programme in Tanzania, papaya seeds are not dormant and will germinate within 7 days. (The pulp should be cleaned from the seeds).
