Management and Operational Structure

ICRAF is the convening centre for the ASB programme and houses the global coordination office. In addition, ICRAF staff in Indonesia, Peru, Thailand, and the Philippines conduct and coordinate local ASB research.

ICRAF-Headquarters: The Director General of ICRAF, Dr. Pedro Sanchez, serves as the Chair of the Global Steering Group for ASB. Dr. Anne-Marie Izac, the Director of Research, manages the scientific implementation of the ASB regional programmes. The Financial and Administrative Division of (FIN-AD) oversees the receipt and disbursement of funds for the ASB consortium as authorised by the Global Coordinator.

Global Steering Group: Responsible for executive decisions such as budget allocations, consortium members, work plans for the consortium members and appointment of the Global Coordinator. The group is composed of representatives from the most active international and national partners.

ASB Coordination Office: Dr. Tom Tomich is the Global Coordinator of ASB (effective June 2000). He is responsible for ensuring the scientific rigour of ASB studies; gathering and compiling the ASB data and research results; coordinating the flow of information among consortium members; compiling and submitting research and donor reports; implementing the decisions of the GSG regarding budget allocations and the work plans of all partners; managing the sub-contracts for consortium members; and compiling and submitting funding proposals. He is assisted by Jessa Lewis, ASB Programme Associate; and Joyce Kasyoki, ASB Administrative Assistant.

Indonesia: Two of the principal ICRAF scientists, Dr. Tom Tomich and Dr. Meine van Noordwijk, are active members of the ASB consortium at both the national and global levels. Tom Tomich leads the policy research , in collaboration with IFPRI and IITA; Meine van Noordwijk leads research on carbon stocks and soil quality, in collaboration with TSBF, and watershed modelling. Both are members of the Global Synthesis and Linkages group. The national collaborating institutions in Indonesia are the Agency for Agricultural Research and Development (AARD) and the Central Research Institute for Food Crops (CRIFC) headed by Dr. Achmed Fagi (national ASB coordinator); BIOTROP/Global Change Impact Canter for SE Asia; the Ministry of Forestry; Brawijaya University and Lampung University. The dynamic ASB team also includes Dennis Garrity, Soetjipto Partoharjono, Djuber Pasaribu, Suseno Budidarsono, Trikurniati Kusumanto, Daniel Murdiyarso, Fred Stolle, Kenneth Chomitz, Rebecca Elmhirst, Chip Fay, Danan P. Hadi, Kurniatun Hairah, , Nu Nu San, Robert Simanungkalit, and Martua Sirait. Drs. Genevieve Michon and Hubert de Foresta, seconded from ORSTOM (France) are key collaborators studying the complex agroforest "best bet" systems in Indonesia.

Peru: Dr. Dale Bandy, the regional ICRAF and ASB coordinator for Latin America , oversees the ASB-related research within Peru, which is carried out by ICRAF in conjunction with CIAT, CIFOR, and the Instituto Nacional de Investigación Agraria (INIA). Key contributions to ASB are being made by Dr. Julio Alegre, Dr. John Weber, Ing. Luis Arevalo, Ing. Auberto Ricse, and Arnold Braun.

Thailand: Dr. David Thomas coordinates the national research. He is also chair of the Global Synthesis and Linkages group. The national collaborators are the Ministry of Agriculture and Cooperatives, the Royal Forest Department and Chiang Mai University.

The Philippines: Dr. Dennis Garrity, the ICRAF regional coordinator for SE Asia, coordinates the research there. The primary collaborating institution is the Philippine Council on Agriculture, Resources Research and Development (PCARRD), where, Dr. Segundino Foronda, the head of ASB's Global Training and Capacity Building working group, is employed.

Other International Institutions working at the global level which lead thematic research at the benchmark sites.

TSBF: Dr. Mike Swift leads the below-ground biodiversity research. Dr. Cheryl Palm leads the working group on carbon dynamics. Both Mike and Cheryl have been very active in building local capacity at all benchmark sites. Dr. Paul Woomer (University of Nairobi) has also contributed greatly to the carbon dynamics and modelling efforts of the ASB programme.

IFDC: Dr. Walter Bowen is working closely with ASB colleagues from Peru and Brazil and Steve Vosti of IFPRI to validate nutrient models of ASB alternative land use systems.

CIRAD: Dr. Jacques Imbernon, was housed at ICRAF-Nairobi for 2 ½ years to conduct characterisation work using satellite imagery for the three major benchmark sites.

Brazil:

EMBRAPA: Principal national collaborating institution in Brazil. Dr. Judson Valentim is the Director of EMBRAPA-Acre and the National ASB Coordinator. EMBRAPA researchers in both Acre and Rondonia are actively involved in ASB research. The very active ASB team includes Samuel José de Magalhães de Oliveira, Evaldo Muñoz Braz, Jair Carvalho dos Santos, Divonzil Gonçalves Cordeiro, Idésio Luis Franke, Tâmara Claudia de Araújo Gomes, Rogério Sebastião Correia da Costa, Ângelo Mansur Mendes, Henrique José Borges de Araujo, Vanda Rodrigues, Luís M. Rossi, Eleusa Barros, Brigite Feigl, Shiou Pin Huang, Claudenor Pinho de Sá, Fátima Maria de Souza Moreira, Marcus Vinicio Neves d'Oliveira, Eufran do Amaral
and Jailton Carneiro.

IFPRI: Dr. Steve Vosti, Julie Witcover and Chantal Carpentier have coordinated much of the policy research in Brazil. Together they developed a Bio-economic model which will eventually be applied in the other sites. Drs. Vosti and Witcover are members of the Synthesis and Linkages working group and contribute to the global policy research.

CIAT: Dr. Sam Fujisaka, a senior scientist, contributed much of the characterisation work in Brazil and Peru during Phase I and Phase II. Drs. Peter Kerridge, Alejandro Imbach and Doug White are now leading the collaborative activities with ASB partners at Pucallpa, Peru.

Cameroon:

IRAD: Dr. Jean Tonye, the national ASB coordinator, and Dr. Tiki Manga, a researcher on agronomic issues and member of the Synthesis and Linkages group lead the ASB national activities in Cameroon in close collaboration with researchers from IITA. Other important collaborators include J. Kotto-Same, A. Moukam, and R. Njomgang.

IITA: Dr. Stephan Weise is head of global Agronomic Sustainability working group and the regional ASB coordinator. Dr. Chimere Diaw is a key contributor to institutional constraints research and Dr. Jim Gockowski leads policy research at the national level. All three are members of the Synthesis and Linkages working group and therefore contribute to the very important tasks of cross site syntheses. Dr. S. Hauser has provided valuable inputs to the characterisation and synthesis efforts.

Université de Yaoundé: Collaborators include D. Nwaga and L. Zapfack.

The ASB activities have also been supported by invaluable contributions from Dr. David Bignell (University of London) and J. Tondoh (ORSTOM).
